In der außergewöhnlichsten Lage befinden sich die Ehefrauen von René González und Gerardo Hernández. Olga Salanueva und Adriana Pérez wurde es jeweils über 7 bzw. 9 Jahre lang nicht gestattet, sie zu besuchen. Der vergangene 12. September war der 9. Jahrestag der Verhaftung der Cuban Five, und an diesem Tag verweigerte die U.S.-Regierung erneut die Visa für Olga und Adriana, um ihre Ehemänner im Gefängnis zu besuchen. Sie hatten bei 8 verschiedenen Gelegenheiten Anträge auf Visa gestellt, und die wurden jedes Mal aus verschiedenen Gründen, ohne wirkliche Rechtfertigung verweigert.
Wegen dieses skandalösen und armseligen Verhaltens der Bush-Regierung gegenüber diesen Frauen wurde die Internationale Kommission für das Recht auf Familienbesuche in der Absicht gebildet, die U.S.-Regierung zur unverzüglichen Gewährung von Visa für Adriana Pérez und Olga Salanueva aufzufordern.
Die Kommission wird ihre Forderung mit dem Menschenrecht der Familien begründen, ihre Angehörigen im Gefängnis besuchen zu können, das auf der Allgemeinen Erklärung der Menschenrechte und der Konvention gegen Folter beruht. Die Kommission wird sich auf das Urteil der U.N.-Arbeitsgruppe für Willkürliche Inhaftierungen vom 27. Mai, 2005, und auf die Erklärungen von Amnesty International zugunsten von Olga und Adriana beziehen sowie auf die Unterstützungserklärungen des Europäischen Parlaments.
Zu den Persönlichkeiten aus aller Welt gehören Adolfo Perez Esquivel, argentinischer Friedensnobelpreisträger, Rigoberta Menchú, Friedensnobelpreisträgerin aus Guatemala, Danielle Mitterand, die frühere First Lady Frankreichs und viele andere. In den Vereinigten Staaten haben eine Reihe von Persönlichkeiten ihre Mitgliedschaft zur Internationalen Kommission zugesagt, darunter der Bischof von Detroit Thomas Gumbleton, Angela Davis, Universitätsprofessorin in Santa Cruz, Dr. Joan Brown Campbell, frühere Generalsekretärin des Nationalen Kirchenrates, der Schauspieler Danny Glover, die Autorin Alice Walker, der Linguist Noam Chomsky, der Historiker Howard Zinn, der frühere U.S.-Kongressabgeordnete Esteban Torres, Wayne Smith, der frühere Leiter der U.S.-Interessenvertretung in Havanna, Kuba, und Michael Parenti, Autor und Wissenschaftler.
